Summary The Ministry of Power, Government of India launched a unique initiative in June of 2005 to facilitate the development of Ultra Mega Power Projects (UMPPs), aimed at delivering power to a number of states at competitive cost by achieving economies of scale. These integrated power projects, with dedicated captive coal blocks for pithead projects and imported coal for coastal projects, would use the fuel efficient Super Critical Technology, with saving of fuel and lower green-house gas emissions. States hosting the UMPPs and other power procuring states played an active role in implementation of the Rehabilitation & Resettlement Plan and facilitated signing of the Power Purchase Agreement (PPA) with proper payment security mechanism with the distribution utilities
