Summary "In 2020--21, the number of students ages 3--21 who received special education services under the Individuals with Disabilities Education Act was 7.2 million, or 15 percent of all public school students. Among students receiving special education services, the most common category of disability was specific learning disabilities (33 percent). The DoE reports that a student may be a candidate for an Individualized Education Plan if diagnosed with ADHD, their position on the autism spectrum, or any number of cognitive challenges, developmental delays, emotional disorders, hearing problems, physical disabilities, speech or language impairment, and vision problems. Federal funding of special education has fallen short.
