Summary "For the purposes of this review, the term 'convergent devices' is used to mean mobile phones and other mobile communications devices that can act as multimedia platforms and, in particular, deliver audiovisual content. The rapidly developing capabilities of these devices can be expected to bring substantial benefits including improved services for users and new business opportunities for content and service providers. At the same time, the capabilities of such devices raise a range of issues for governments, regulators, the communications industry and consumers. Policy and regulatory arrangements exist for the management of potentially offensive or harmful content over other media, such as broadcasting platforms, the fixed Internet and interactive games. The review has considered the extent to which these arrangements are appropriate or applicable to new and emerging devices, which are distinguished by their mobility and their potential to cross traditional media, and therefore regulatory, boundaries."--Introduction
