Colleges of Advanced Education based on long established institutions were established at five provincial centres around Victoria and formed a stable, effective and efficient means of providing tertiary education in Victoria's country regions. This paper discusses how the conversion of one of these CAEs into Deakin University, with no regional responsibilities, has created an instability that is tending to deplete the regional CAEs and to diminish their capacity to provide a viable range of courses at the level at which they are currently financed.
