"Historically, the state has been forced to adapt to systemic dynamics of which globalisation is only the most recent, though undeniably the most complex. The key challenges of globalisation are commonly beyond the control of any one state. Mechanisms for global governance are therefore both an empirical reality and a practical necessity for dealing with the growing number of transnational policy challenges. Globalisation and global governance have therefore represented an increasing preoccupation of policy makers and academics alike.
