Notes This report describes and discusses the quantified risk assessment methodology used in this study of the major hazard aspects of hazardous materials transport and sets out the findings and recommendations which emerged. A summary of the method together with the results and conclusions are contained in the report, while technical details of the assessment methodology are contained in the appendices. It has been possible not only to draw conclusions as to the level of risk from the major hazard aspects of the transport of dangerous substances but also to suggest ways of reducing the risks and a method for assessing the reasonable practicability of those suggestions. The study has included the principal areas of risk from hazardous materials transport and an assessment of the relative risks of transporting dangerous substances by rail as compared to road. The report shows that the transport risks that have been examined are tolerable in terms of the suggested criteria, but few are neglible and so most requre reduction so far as is reasonably practicable. Suggesting are given for improved safety management and emergency planning
