Summary A key objective of Côte d'Ivoire's 2016-20 National Development Plan is to reach emerging market status by 2020. Sustaining the recent strong growth performance is crucial to achieving this objective. This paper examines Côte d'Ivoire's growth experience and argues that the development of a manufacturing export sector, lower income inequality, and prudent fiscal policy would strengthen the sustainability of growth. Credit has grown rapidly over the past three years along with strong economic growth. At the same time, overall banks' capital adequacy ratio has declined. Some public enterprises and banks face financial difficulties, the resolution of which could raise domestic debt. The financial sector could trigger a shock to the economy or reinforce the impact on the real sector of non-financial shocks. Risks to the financial sector could stem from deterioration in the external environment; non-financial shocks could be triggered in the fiscal sector. The current economic conditions in Côte d'Ivoire offer a favorable opportunity for the government to resolve the financial status of public entities facing difficulties and for banks to raise their capital buffers to be able to absorb a possible rise of non-performing loans (NPLs) in the event of a growth shock. Côte d'Ivoire's financial inclusion indicators generally point to relatively low inclusion as well as geographical and gender disparities. The strong penetration of mobile networks presents an opportunity to enhance financial inclusion and will require regulatory reforms aimed at promoting the development of technology-based financial services, which would contribute to stronger, diversified and inclusive growth
