This case brings out the role of institutions in an evolving policy domain and also highlights corporate governance issues in regulatory and policy organisations in India. The role of institutions in developing countries is more important than in developed economies, as the former are characterised by a poor institutional environment and often inappropriate organisational structures for governance.
