Summary This book constitutes the thoroughly refereed post-conference proceedings of the International Workshop on Coordination, Organizations, Institutions, and Norms for Governance of Multi-Agent Systems, COIN 2017, co-located with AAMAS 2017, and the International Workshop on Coordination, Organizations, Institutions, Norms and Ethics for Governance of Multi-Agent Systems, COINE 2020, co-located with AAMAS 2020. The COIN 2017 workshop was held in Sao Paulo, Brazil, in May 2017 and the COINE 2020 workshop was held virtually, in May 2020. The 9 full papers and 1 short paper were carefully reviewed and selected from a total of 20 submissions for inclusion in this volume and cover the following topics: empirical applications of COINE technologies; emergence and social metrics; and conceptual frameworks and architectures
