This case positions the reader to consider the ethical pathways confronting budget planners of a state unemployment compensation system at the height of the COVID-19 pandemic. Facing a major budget shortfall, state officials and labor leaders contemplate a grand bargain entailing state workers foregoing a promised pay increase in return for enhanced federal unemployment compensation benefits. This case requires the reader to consider the moral rationalizations of leaders, as well as evaluating the ethical consequences of their actions.
