The book examines the relationship between state structures, financial sector reform, and prudent macroeconomic management within the context of globalised capital and the dominance of 'hot money'. It examines and evaluates the prospects of a reform agenda that would enable policy-makers to build a normative framework of democratic governance that could guide the region's search for new institutional arrangements to supplant its authoritarian past and cope with the aftermath of the crisis.
