Summary A factual assessment of the development effectiveness of food aid and the effects of its tying status in the context of the 2001 Development Assistance Committee (DAC) recommendation on untying official development assistance to the least developed countries, and against the background of the WTO Doha Development agenda as well as the possible renegotiation of the 1999 Food Aid Convention. It provides a detailed look into two food aid issues. Firstly, it assesses the effectiveness of the various ways in which food aid can promote food security and poverty alleviation. Secondly, the study demonstrates that food aid in-kind carries substantial efficiency costs
