Summary |
Humanitarian action refers, at first sight, to the charity aim defended by all religions and humanist philosophies. But the humanitarian of our time no longer seems to concern the simple ordinary gestures of donating a coin to a poor person who reaches out to us, or of assistance to a victim of an accident. In fact, it implies not only isolated individuals, but institutions, States of international organizations (governmental or non-governmental). Suddenly, we find ourselves in a world where we mix generosity, geopolitical strategies, economic calculations, fuss or media silences. Finally, it is not easy to unravel the pinnacle of humanitarian action, to clearly understand its sources, mechanisms and issues. |
