This discussion paper has two major goals: to inform people participating in consultation about an action plan to prevent child abuse and neglect in NESB communities of the development of the National Strategy for the Prevention of Child Abuse and Neglect, and how the NESB action plan will fit within it; and to provide a starting point to the consultation process by informing particpants about child abuse in Australia, and canvassing some of the major issues for the NESB communities, as identified through preliminary consultations and a review of literature on the subject. The paper is not intended to be a definitive document that necessarily identifies every major issue or provides all the answers. It is intended that it be a stimulus to help participants think about the issues and develop their views and ideas
