This paper is the third in the four part seriesof discussion papers on emissions trading prepared by the Australian Greenhouse Office (AGO). The series examines, and seeks comment on, a range of issues associated with the design and implementation of a possible national greenhouse gas emissions trading system in Australia. In particular, this paper explores how a national emissions trading system could be designed to incorporate carbon credits. Australias Commonwealth Government (or its agents) would issue these credits for carbon stored inhuman induced carbon sinks ie processes, activities and mechanisms that remove carbon from the atmosphere and store it (sequestercarbon). The credits would be able to be traded to greenhouse gas emitters and others. The objective of this paper is to provide a focus for discussion on the role of carbon credits in a national emissions trading system. Submissions on the issues raised in the paper will be integrated with submissions made in response to the other discussion papers to allow the AGO to develop advice on a national emissions trading system for Government consideration |
