Summary This thesis investigates applied learning reform in Victoria as a means to engage young people in learning. It concludes that traditional passive-learning approaches to teaching contribute to students being constructed as 'at-risk' and argues for applied learning to be adopted more widely as a 'new' and engaging learning strategy for teaching in the 21st century
