"The Australian and New Zealand economies are becoming increasingly integrated. This has arisen because of shared legal and political heritage, geographical proximity and similarity of policy measures adopted by governments in both countries. Recently, the two governments have articulated a long term goal of achieving a single economic market. The governments regard deeper coordination of the regulatory environments for business as an essential element to achieving a single economic market. Measures, such as the Australia New Zealand Closer Economic Relations Trade Agreement and the Memorandum of Understanding on Business Law Coordination, have provided a framework for removing obstacles to trade and investment...Although many policy measures have been adopted to remove such obstacles, there are concerns about whether the existing competition and consumer protection regimes of the two countries might be an impediment to the development of a single economic market. The two governments have asked the Commission to examine the potential benefits from greater cooperation, coordination and integration of the core components of the competition and consumer protection regimes of Australia and New Zealand." -- from the Overview, p. xv |
