Summary This paper explores issues associated with the development of a National Minimum Data Set (MDS) for Children's Services, defined as an agreed core set of data items, definitions, classifications and standards to be collected and reported on across the children's services industry at a national level. This paper examines in detail four data collections relating to children's services - the FaCS Childcare Program (CP) 1997 Census, the 1996 Australian Bureau of Statistics (ABS) Child Care Survey and the 1997 Victorian and South Australian children's services data collections. In addition to these four collections, the paper examines other data collections or definitions where relevant, in order to illustrate other approaches to the issues under discussion. These include the 1998 New South Wales and Queensland children's services data collection, the 1998 children's services data collection manual for the Review of Commonwealth/State Service Provision (administered by the Productivity Commission), the 1996 ABS Census of Population and Housing and the national health and community services data dictionaries published by the AIHW.ion programs
