This book offers a documented history of the political and social scene, with consideration to principles and pragmatism, personalities and lobbies, divisions and compromises, hostility and marriages of convenience. It provides a critique of the literature, of Ministerial guidelines and Commonwealth Schools Commission responses. This inevitably involves concepts of right, liberty and entitlement to funding; of equality and equity; basic and special needs; objections to choice; etc. These topics together with educational planning, maintenance of effort and accountability are studied in the context of official statements. The work is the first of a series, and the author plans to produce other monographs which will explore philosophical principles and trace the development of thinking on such issues as the nexus or basket of services, etc |
