"One of the objectives of the Victorian Teachers' Union is "to improve the condition of education in Victoria." In almost every other country vast strides have been made during the last ten years in post-primary education, but largely owing to political obstruction, Victoria has lagged behind, until to-day our post-primary system is not only uneconomical but is also educationally unsound. It results in a vast amount of wasted effort, and is totally unsuitable for a large number of children between 11 and 15. Unfortunately, up to the present, the views of the experts have been ignored and, apparently until the public conscience forces the politicians into action, Victorian post-primary education will remain in its present stagnant condition and the children of the State denied their educational birthright. Because of this, the Victorian Teachers' Union has published and distributed this pamphlet. In publishing our proposals (which agree in the main with those propounded by the leading officers of the department) we must emphasise that they involve no additional expense to the state." -- verso of front cover |
