"Group Training Australia (GTA) and the Australian Chamber of Commerce and Industry (ACCI) were funded jointly to investigate ways to increase the uptake of apprenticeships in skill shortage occupations and industries, by group training organisations (GTOs) ... there has been a dramatic reduction in the number of school-leavers available for recruitment into the traditional trades. This led the government to request into the potential for other groups in the labour market, in particular older workers returning to the workforce, existing workers changing occupations, and workers returning to work from injury from a Disability Support Pension to be employed as apprentices by group training organisations."--p. 4
