The CD-ROM requires Windows 95 or later, and Adobe Acrobat. "The map files ... are in ESRI's ArcView shape (.shp) format. To view the maps you will need to use suitable Geographical Information System (GSI) software or map viewing software. ArcExplorer is a freely available map viewing program produced by ESRI for viewing shape files. It is included in the Software directory of the CD."
