The Australian Government commissioned the Productivity Commission to undertake a public inquiry into the design and impacts of a paid maternity, paternity and paternal leave scheme for Australia. Drawing upon public hearings and submissions, the inquiry examined the economic, productivity and social costs and benefits of providing paid parental leave as well as the current extent of such leave in Australia. This report presents the inquiry's proposal for a tax-payer funded scheme, and describes its rationale, mechanics, costs, and funding. The report also discusses the effects of the current system and the proposed scheme on parental leave uptake, child and maternal welfare, labour market outcomes, balancing work and family life, gender equity, business costs and benefits, and the interaction with other government social welfare payments and the tax system |
