This report looks at how the Commonwealth, through the Department of Health and Family Services, meets its responsibilities towards people with a disability. The Disability Services Act 1986 (Cth) is the Department's main way of funding support services for people with a disability. This report looks at the social justice and human rights responsibilities of the Commonwealth and assesses how effectively the Commonwealth meets its obligations through its disability programs. This report also looks at how the Act funds and regulates service providers and protects community resources
