Summary In 1902 the fledgling Commonwealth Parliament enacted its first national franchise law, resulting in the enfranchisement of white women. However, at the same time, it chose to follow a decidedly undemocratic path in denying the most fundamental of political rights to Indigenous Australians. How did this come about? What does this denial of the federal vote to Indigenous Australians tell us about the nature of democracy in Australia in 1902?
