Summary "Home and Community Care (HACC) Program aims to enhance the quality of life of people in the target population - frail aged people, younger people with a disability, and carers. The Program's National Guidelines identify "financially disadvantaged people" as a group with special needs within that population. Tasmania has high a proportion of financially and socially disadvantaged people compared to most other states and territories, and the HACC target group are particularly vunerable. Currently, approximately 90% of HACC clients rely on government income support payments of some sort as their primary source of income. Consequently there is an important role for HACC to play in addressing the negative impacts that poverty and disadvantage have on people's quality of life. This research project explores those negative impacts. It is underpinned by the premise that a person's quality of life is in part influenced by external, structural factors, which, the case of HACC target group, can be positively influenced by effective HACC policy responses"--P. 7
