This is an independent investigation into the quality and effectiveness of the apprenticeship/traineeship program in Victoria and to provide recommendations to the Victorian Government on measures by which its quality and effectiveness might be improved. The apprenticeship and traineeship system is under pressure from clients, industry and government who want training to be delivered more flexibly. The combination of multiple modes of delivery, multiple training providers and very different workplaces, is making it very hard to manage, monitor or control, what actually happens in all training for all apprentices and trainees across all sites
