Summary |
"It is axiomatic in the election community that the best laws and procedures are carefully and deliberately designed to prevent crises rather than hastily contrived to resolve them. This report is therefore directed primarily to policy-makers at the State level in an effort to assist them in conducting a comprehensive, dispassionate, step-by-step review of their own ballot access laws and procedures. This report describes State ballot access requirements pertaining to federal offices and addresses the major policy issues and alternatives involved. An examination of so fundamental a set of laws and procedures would seem, at first glance, to be a fairly straightforward task. Yet for many reasons, ballot access rules in the United States are enormously complex. They vary, for example, by State, by type of election, by type of federal office, by type of party or candidate, and by type of criteria and procedure"--Introduction by the Clearinghouse, Volume 1, page iii |
