Presents the practice of Congress in shifting a large part of its functions to the Executive. It looks at the formal law of the United States, especially complementary and contingent administrative legislation, describes the historical development of the law-making function of the executive branch, summarizes some constitutional aspects of executive administration, and examines the various safeguards that have been used against the executive in its exercise of delegated legislative power |
