Leeds City Council, the local authority of the city of Leeds, West Yorkshire, U.K., resolved the issue of identifying vulnerable residents in the city using a public-private partnership approach based on design thinking principles created by several institutions. This approach utilized the Careview mobile app, developed by the Urban Sustainable Development Lab (USDL), a technology development lab in York, which identifies citizens at risk of loneliness by flagging social isolation hotspots. The app works through Global Navigation Satellite System positioning, a satellite service offered by the European Space Agency, to enhance outreach accuracy. Community development workers used information such as an accumulation of mail or garbage in front of a house to identify vulnerable residents. Leeds City Council's collaboration with the USDL took place under the Smart City initiative that the council adopted to make Leeds more tech-savvy and inclusive. The council's efforts led to awards and recognition. In January 2021, the council extended its collaboration with the USDL to provide better services to the vulnerable population and invest in other smart city initiatives with a prime focus on the elderly.
