Dispersal, autonomy and scale in Indigenous community governance: some reflections on recent Northern Territory experience -- Hastening slowly: legislative and policy reform for Indigenous community government under the Northern Territory Local Government Act -- Good governance for Indigenous communities and regions: more dispersed than unified, as much process as structure
Summary
This document brings together four papers on Indigenous community governance which were written as verbal presentations for conferences, seminars and workshops between 2000 and 2003. They argue, from different starting points in response to conference and workshop themes, that Indigenous community governance is as much about process as about structures and that dispersed governance has benefits as well as costs. In doing so they challenge some common assumptions of would-be reformers of Indgenous community
