While the United States has extensive history in the region and more operational freedom than Japan, which it can bring to bear on the security environment, Japan’s soft power and “outsider” status perhaps give it better entrée in some areas than its U.S. partners. U.S. and Japanese forces participating in the Combined Joint Task Force-Horn of Africa (CJTF-HOA) regularly engage in joint exercises, training activities, operations, and civic outreach programs. The two countries continue to explore new areas of collaboration, conducting a Tactical Combat Casualty Care knowledge exchange for the first time in May 2022
