Issuing Body The overall objective of this study is to prepare a scoping paper in a form suitable for submission to the Australian Building Codes Board (ABCB) and key regulatory stakeholders describing the objectives of and scope for incorporating minimum energy performance requirements into the Building Code of Australia (BCA). The objective of introducing energy provisions into the BCA is to reduce greenhouse gas emissions from the building sector by defining an acceptable minimum level of energy efficiency for new buildings throughout Australia. Such mandatory measures are intended to eliminate worst practice within the industry, rather than to drive best practice. The Australian Building Energy Council (ABEC), with support from the AGO, is developing a Voluntary Code of Practice for Energy Efficient Building Design which will describe best practice and encourage designers to go beyond the minimum requirements discussed here. Baseline studies sponsored by the AGO have projected levels of energy consumption and greenhouse gas emissions for the Australian residential and non-residential building sectors and have shown the need for action to reduce emissions (see table 1). Uniform energy efficiency regulations across Australia will deliver real benefits to owners of new homes and commercial buildings via reduced energy bills and real benefits to industry by avoiding multiple regulations that may vary between local government jurisdictions. Energy efficiency in buildings can play a part in helping Australia meet its greenhouse gas control commitments. Regulation of minimum efficiency levels is an important part of a coordinated strategy to improve the performance of new buildings
