Summary
This study focuses on the arms control process in the Middle east from the vantage point of the Arms Control and Regional Security (ACRS) working group, active during the years 1992-95. Seeking to go beyond the centrality of the nuclear issue as an explanation for the ultimate breakdown of the talks in 1995, the study highlights the significance of the multilateral regional framework. The US attempt to foster a regional process conducive to the creation of shared meanings is examined against the backdrop of the bilateral Egyptian-Israeli agenda. The study also addresses the prospects of getting the official arms control process back on track
