In 2000 the Government promised to protect people from the cold. It vowed to end fuel poverty by 2016, but the deadline has passed and millions of people still can't afford to keep their homes warm. Datshiane Navanayagam joins some of those struggling this winter and asks why thousands still die each year simply because their homes are too cold
