The Victorian Transport Externalities Study was undertaken with the following aims: to improve our understanding of issues relating to transport externalities; to provide an estimate of the costs of transport externalities in Victoria; and to assess the cost-effectiveness of a range of strategies for reducing the emission of greenhouse gases and ozone precursors from motor vehicles. The study finds that estimating the monetary value of externalities is a complex exercise involving considerable uncertainty. Nonetheless, despite this uncertainty, results from the study suggest that transport externalities impose a significant cost on the Victorian community. In its assessment of emissions reduction strategies, the study concludes that measures to reduce externalities need not always involve a trade-off with the economic objectives of government. Rather, the assessment suggests that significant reductions in emissions can be achieved at a net benefit to the community
