An international committee of scholars, educators, psychologists, physicians, researchers, and service providers developed the 2002 definition. In fact, the 10th edition proposes more than just a definition of mental retardation. It lays out an entire system to diagnose and classify mental retardation, including the tools necessary to plan supports for the individual with mental retardation.
