"Prior to globalization, when tariffs and other trade barriers were high, domestic industries were naturally protected from global competition. Though there was a surge in international marketing in the early 20th century, local industries did not have to worry about global competition as they were protected. However, successive rounds of trade liberalization under the General Agreement on Tariffs and Trade (GATT) during the Uruguay Round resulted in trade liberalization and reduced tariff and non-tariff barriers. As a result, domestic industries started considering alternative ways to protect themselves from international competition."--page 1
