Summary This case describes the challenges encountered in executing an impact evaluation that focused on the effectiveness of an early intervention program in Tamil Nadu, India. Children enrolled in the program exhibited a wide range of disabilities, including neurological impairments and underdeveloped sensory and motor skills. Utilization-Focused Evaluation served as the orienting framework for the study. The case highlights the opportunities for capacity-building activities that can emerge when an evaluator confronts organizational and cultural hurdles. It further underscores how these activities can be used by program staff not only to strengthen the organization but also to increase the likelihood of the program's future success
