We have been involved for many years in research about the Long-Term Care Ombudsman Program at both the state and local levels. Several years ago, it became clear that disaster preparedness was needed in order for these advocates to participate in assisting older residents of long-term care facilities in communities facing both manmade and natural disasters. We began our study design by looking for Gray or fugitive literature, as well as theories, that would shed light on how ombudsmen were being prepared to address crisis situations. Based on what we found in our bibliographic analysis, we designed a mixed-methods telephone study to assess what state-level ombudsmen were doing to prepare themselves and others to respond when disasters occurred. During the initial phase of data collection, our interviewer had considerable difficulty reaching state ombudsmen whose job responsibilities required them to be out of their offices quite often doing field work or attending meetings. Yet, with persistence, we exceeded our response expectations by having 43 of the 51 state (and territorial) ombudsmen answer our questions, and these data were rich. Ombudsmen accepted their disaster responsibilities, were generally familiar with available emergency planning and action resources, and felt up to the task should a crisis hit. It seemed to us that Katrina had shaken up the ombudsmen network as it had the rest of the country and had led to a new emphasis on disaster preparedness in these state programs |
