Summary |
This report presents key findings from the analysis of data collected by the National Survey of Non-government Schools Infrastructure in 2000 and 2001. The survey collected a broad range of data that could be used to develop indicators of the sufficiency, condition and suitability of infrastructure in the non-government sector. The objective of the survey was to provide an improved evidence base for considering the infrastructure needs of the non-government schools sector in Australia, and the priorities of the Commonwealth Capital Grants Programme. School sufficiency represents the total area under the roof per student for each school. Based on the survey data, 82 percent of non-government schools have a global area per student above the Commonwealth area standard. With reference to school condition, the survey revealed that insufficient maintenance expenditure is an issue for a significant proportion of schools in the sector, particularly for very small schools. Building age and date since the latest refurbishment were utilised as broad level indicators of basic school suitability. Slightly less than 50 percent of all facilities in the non-government sector are more than 20 years old. Approximately 10 percent of all facilities are more than 50 years old. Approximately 30 percent of rapidly aging facilities had not been refurbished in the last 10 years and could be considered to be of questionable suitability. Taken on balance, the data in this report indicate that most facilities in most non-government schools are at least basically adequate for current needs. However, the survey also indicates that there are many aspects of infrastructure provision across the sector that require improvement and for which the survey data provide at least some quantification. This includes the need for: new construction to provide both basic and specialist facilities; increased maintenance expenditure; replacement and refurbishment of old, worn out stock; construction, conversion and upgrading of specialist areas to meet new building regulations or curriculum requirements; and new schools and new facilities to cater for growth and movement of students in the sector |
