Summary The Republic of the Marshall Islands, the Federated States of Micronesia (FSM), and the Republic of Palau--collectively known as the Freely Associated States (FAS)--achieved full sovereignty in the late 1980s and early 1990s when they signed Compacts of Free Association with the United States. Since that time, the FAS have considered the United States their most important partner on economic and security issues. However, in the last decade, and especially the last five years, China's role in the region has grown. Amid heightened strategic competition between China and the United States, we are concerned that China's engagement in these countries threatens US interests both locally and in the broader Pacific region. As the United States and the FAS negotiate changes to grant funding under the Compacts in the coming months, it is especially important to study and understand the dynamics at play
