Over the past decade, the cross-Taiwan Strait military balance has shifted in favor of the Chinese military. Taiwan's efforts to meet that challenge have been slowed by insufficient defense budgets; difficulties in establishing an all-volunteer, active-duty force; and a complicated political and economic relationship with the mainland. The United States has a statutory interest in and obligation to help Taiwan maintain an adequate defense posture, but in recent years has fallen short of meeting those goals
