Summary Banks play a central role in market economies. By promoting and channeling savings among competing uses, and facilitating payments among agents, banks affect both the composition and level of economic activity. This central role makes the economy particularly vulnerable to developments in the banking system. Thus, concerns about the possible negative externalities of large bank failures have led to substantial and widespread government involvement in resolving banking problems. 2
