Foreign information manipulation and interference (FIMI) represents a serious challenge to the EU’s global interests and values. As evidence from the Western Balkans and African contexts shows, the line between foreign and domestic information manipulation is often blurred. The EU’s presence and objectives in partner countries can also be seriously threatened by information activities that do not necessarily qualify as malign, intentional or coordinated. The ability to ‘feel the pulse’ of the information environment – by refocusing the analysis of FIMI beyond the foreign-domestic dichotomy and narrowly defined intention and coordination – can help the EU improve its situational awareness, develop better-targeted counter-FIMI responses and enhance strategic communications
